Free Zone Office Relocation in Dubai: Permits & NOC for DIFC, DMCC, JAFZA & TECOM

Free zone office relocation in Dubai is the process of moving a company’s office from one unit to another while the business stays licensed under a free zone authority such as DIFC, DMCC, JAFZA or a TECOM zone. The physical move is the easy part. What makes it different from a mainland move is the paperwork: the free zone authority has to approve the new address on your licence, the building needs a move permit and NOC, and some zones also control who and what can come through the gates.

Each free zone runs its own system. DMCC works through its Member Portal, TECOM zones such as Dubai Internet City and Dubai Media City use the axs portal under the Dubai Development Authority, JAFZA uses the Tasreeh gate pass system, and DIFC companies file with the DIFC Registrar of Companies. Get the order wrong and you can end up with furniture in a new unit and a licence that still shows the old address.

This guide covers the permits and NOCs a free zone office move needs, how the process works in DIFC, DMCC, JAFZA and TECOM, how long it takes, and the documents to prepare.

What Is a Free Zone Office Relocation in Dubai?

A free zone office relocation is any move where the company’s licence is issued by a free zone authority rather than the Department of Economy and Tourism (DET, formerly DED). It covers 3 situations:

  1. Moving within the same free zone for example from one JLT tower to another under DMCC. This is the most common case and the simplest.
  2. Moving between two free zones, for example from Dubai Internet City to DMCC. This usually means setting up under the new authority, not just changing an address.
  3. Moving from a free zone to the mainland or the other way round. This changes the licensing authority completely.

In every case the free zone authority treats your office address as part of your licence. A free zone licence is tied to a registered unit, and your visa quota is often linked to the size of that unit. That is why a free zone move starts with the authority, not with the moving truck.

Which Permits and NOCs Does a Free Zone Office Move Need?

A free zone office move in Dubai typically needs five approvals. Not every move needs all five, but most need at least the first three.

ApprovalWho issues itWhen you need it
Licence address changeFree zone authority (DIFC Registrar, DMCC, JAFZA, DDA for TECOM zones)Every move to a new unit
Move-out NOCOld building’s landlord or managementBefore any furniture leaves the old unit
Move-in permitNew building’s management or tower developerBefore movers can use the new building
Fit-out approvalZone authority or master developer (Concordia in JLT, Trakhees in JAFZA, DDA in TECOM zones)Only if the new unit needs works

Free Zone Authority Approval (Licence Address Change)

The licence address change is the approval that matters most, because your licence, establishment card and visas all refer to it. Each authority has its own route:

  • DIFC: file a notice of change of registered office with the DIFC Registrar of Companies within 14 days of the change.
  • DMCC: submit a “Change Licence Address” request in the DMCC Member Portal with a valid Ejari or lease for the new unit.
  • TECOM zones (Dubai Internet City, Dubai Media City and others): submit a change of company address request on axs to the Dubai Development Authority.
  • JAFZA: update the lease and licence details with JAFZA through its online services.

We cover each of these in detail in the zone sections below.

Landlord and Building Management NOC

Your current landlord or building management will not let furniture leave the unit without a move-out NOC. They use it to check that rent and service charges are paid, that the unit is handed back in the agreed condition and that the lease is closed properly. The new building then issues a move-in permit before your movers can use the service lift.

Move Permit, Service Lift and Loading Bay Booking

Most free zone towers only allow moves through the service lift and loading bay, during set hours, with a booking made in advance. Expect the building to ask for:

  • The move-in or move-out permit
  • The moving company’s trade licence and insurance certificate
  • Names and ID copies for the moving crew
  • Truck plate numbers
  • A refundable security deposit against lift or common-area damage

Deposit amounts and access hours are set by each building, not by the free zone, so always get them in writing from the facilities team.

Fit-Out Approval

If the new unit needs partitions, ceiling work or electrical changes, you need fit-out approval before you move in. The authority depends on the zone: Concordia handles fit-out in JLT alongside a DMCC NOC, Trakhees handles JAFZA, and the Dubai Development Authority handles TECOM zones. Dubai Civil Defence and DEWA approvals apply in every zone. Fit-out is usually the step that pushes a move date back, so start it first.

Access and Gate Passes

Some free zones control access at the gate as well as at the building. JAFZA is the clearest example: movers, trucks and tools need Tasreeh gate passes to enter. In tower-based zones like DIFC, DMCC and Dubai Internet City, access is usually handled by building security instead.

Free Zone vs Mainland Office Relocation: What Changes?

Free zone office moveMainland office move
Licensing authorityFree zone authority (DIFC, DMCC, JAFZA, DDA)Department of Economy and Tourism (DET)
Address change filed throughZone portal (DMCC Member Portal, axs, DIFC Registrar, JAFZA online services)DET, after a new Ejari is registered
Tenancy registrationVaries by zone; DMCC now requires EjariEjari with Dubai Land Department
Visa quota linkOften tied to unit sizeTied to office space on the Ejari
Gate accessSome zones need gate passes (JAFZA)Building security only

The practical difference is that a free zone move has an extra approval layer on top of the building’s rules.

DIFC Office Relocation: Permit and NOC Process

DIFC office relocation involves two separate sets of rules: the DIFC Registrar of Companies for the legal address and the tower’s building management for the physical move.

Step by step

  1. Confirm the new unit’s lease
  2. Get fit-out approval if needed
  3. Request the move-out NOC
  4. Book the service lift and loading dock
  5. Notify the DIFC Registrar

DIFC towers are strict about lobby protection, lift padding and security escorts, so brief your movers on the building’s rules in advance.

DMCC Office Relocation in JLT: Permit Process

DMCC office relocation usually means moving between towers in Jumeirah Lake Towers (JLT) or into Uptown Dubai. DMCC has the most clearly documented process of the four zones.

Step by step

  1. Sign the lease and register the Ejari. DMCC now uses Ejari for licensing services. The Ejari must cover your licence validity period, and DMCC will not accept an Ejari that has expired or has less than 30 days left.
  2. Complete fit-out first. DMCC requires fit-out to be finished before you submit the address change. In JLT, fit-out needs a DMCC NOC and approval from Concordia, the master community manager.
  3. Check your visa quota. DMCC will not let you move to a smaller unit if your current visas would exceed the new unit’s quota. This catches companies that downsize.
  4. Submit “Change Licence Address” in the DMCC Member Portal under Company Services, Licensing Services, Amendments. Upload the Ejari or lease, the title deed or certificate of ownership, and any third-party NOCs.
  5. Wait for approval. DMCC says it approves the request within 48 hours when all requirements are met. If the unit needs an Annual Operation Fitness Certificate, the licence is issued after that certificate.
  6. Arrange the building side. Get move permits from both towers and book the service lifts and loading bays.

One detail worth knowing: DMCC voids draft requests after 60 days of inactivity, so don’t start the portal request too early and then leave it.

JAFZA Office Relocation: Gate Pass, NOC and Logistics Access

JAFZA office relocation is different from the tower-based zones because Jebel Ali Free Zone is a large gated area with warehouses, light industrial units and offices, and access is controlled at the gates.

Step by step

  1. Agree the new unit and update the lease with JAFZA through its online services, then update your licence address.
  2. Get fit-out approval from Trakhees if the new office or warehouse needs works. Trakhees is the regulator for JAFZA and other Dubai World zones.
  3. Apply for Tasreeh gate passes. Tasreeh is the electronic gate pass system run by the Ports, Customs and Free Zone Corporation (PCFC). Visitors apply through the platform, and the JAFZA company they are visiting accepts the request before the pass is issued by email.
  4. Pick the right pass type. JAFZA lists several, including day passes, temporary passes of up to six months, and tools and equipment passes valid from one day to three months. Movers bringing trolleys, dollies and packing equipment usually need the tools and equipment pass as well as crew passes.
  5. Plan the route inside the zone. Large trucks, loading docks and forklift access need planning, especially if the move includes warehouse racking or heavy equipment.

Because your company has to accept each Tasreeh request, assign one person on your side to approve passes quickly in the days before the move.

TECOM Office Relocation: Dubai Internet City and Media City Rules

TECOM office relocation covers moves within the business parks managed by TECOM Group and regulated by the Dubai Development Authority (DDA). These include Dubai Internet City, Dubai Media City, Dubai Knowledge Park, Dubai Studio City and Dubai Production City.

Step by step

  1. Lease the new unit through TECOM or the building owner.
  2. Get fit-out approval from the DDA if the unit needs works. DDA handles fit-out permits for TECOM zones through axs.
  3. Submit a change of company address on axs. Log in, create a new service request and choose “Change of company address”. DDA lists a fee of AED 500 plus AED 10 Knowledge Dirham and AED 10 Innovation Dirham, and a service time of one working day. Service centres at Dubai Studio City and Dubai Knowledge Park also take requests in person.
  4. Arrange building access. Book the service lift and loading bay with the building’s facilities team and get the move-in and move-out permits.
  5. Plan the IT cutover. Many Dubai Internet City tenants run servers and client systems that cannot go offline for long, so line up internet activation at the new unit before move day.

Moving Between Free Zones or From a Free Zone to the Mainland

Moving between two free zones is not a simple address change. Each free zone issues its own licence, so moving from Dubai Internet City to DMCC, for example, normally means licensing the company with the new authority. Staff visas are sponsored by the free zone entity, so they usually have to be transferred or reissued as well.

Some free zones now allow companies to transfer (re-domicile) their registration rather than closing and re-forming. JAFZA, for example, now allows companies to re-domicile. Check with both authorities before you sign a lease, because the licensing route decides your timeline far more than the physical move does.

Moving from a free zone to the mainland works the same way in reverse: you set up a mainland licence with DET, register an Ejari for the new office and move your visas across. Plan these moves around the licence, then book the movers.

Free Zone Office Relocation Timeline

A typical move within the same free zone looks like this:

Weeks before moveWhat to do
8 to 6Confirm the new unit, check visa quota, request fit-out approval
6 to 4Fit-out works; register Ejari or lease; brief your movers
4 to 2Move-out NOC from old building; move-in permit from new building; start gate pass requests (JAFZA)
2 to 1Book service lifts and loading bays; confirm crew names and truck plates; arrange internet activation
Move weekSubmit the licence address change (or within the zone’s deadline); move; hand over the old unit
After the moveUpdate establishment card, visas, bank, DEWA and supplier records

Paperwork alone usually takes 3 to 6 weeks. If the new unit needs fit-out, allow 8 weeks or more. For a full week-by-week plan, see our 12-week office relocation timeline for Dubai.

Documents to Prepare for a Free Zone Office Move

Have these ready before you start any application:

  • Trade licence and certificate of incorporation or registration
  • Current lease and the new signed lease or Ejari
  • Title deed or certificate of ownership for the new unit, if the zone asks for it
  • Move-out NOC from the current landlord or building management
  • Move-in permit or approval from the new building
  • Fit-out approval and completion certificate, if works were done
  • Passport and ID copies for the authorised signatory
  • Moving company’s trade licence and insurance certificate
  • Crew names, ID copies and truck plate numbers for security and gate passes
  • Any third-party NOCs the zone requests

Keep scanned copies in one shared folder. Building managers and free zone portals often ask for the same documents in different formats. Our office relocation checklist for Dubai covers the rest of the move.

How E Office Movers Handles Free Zone Office Moves

Frequently Asked Questions

Do I need a permit to move an office within a Dubai free zone?

Yes. You need the building’s move-out NOC and move-in permit for the physical move, and you must update your licence address with the free zone authority. Some zones, such as JAFZA, also need gate passes for the moving crew and trucks.

How long does a free zone office relocation take in Dubai?

The paperwork usually takes 3 to 6 weeks for a move within the same free zone. Individual approvals can be quick: DMCC approves a complete address change request within 48 hours, and DDA lists one working day for a TECOM zone address change. Fit-out is what usually adds time.

How much does it cost to change a company address in a TECOM free zone?

The Dubai Development Authority lists a fee of AED 500 plus AED 10 Knowledge Dirham and AED 10 Innovation Dirham for a change of company address through axs. Building deposits and moving costs are separate.

Can I move my company from one free zone to another in Dubai?

Yes, but it is usually a new licence rather than an address change. The new free zone licenses the company, and staff visas are normally transferred or reissued. Some zones allow re-domiciliation, so ask both authorities before you commit.

What is a Tasreeh gate pass?

Tasreeh is the electronic gate pass system for JAFZA, run by the Ports, Customs and Free Zone Corporation. Movers, visitors, vehicles and tools need a pass to enter, and the JAFZA company being visited has to accept the request before the pass is issued.

Getting Your Free Zone Office Move Approved on Time

A free zone office relocation in Dubai runs on two tracks: the free zone authority approves your new licence address, and the buildings approve the physical move. DIFC gives you 14 days to notify the Registrar, DMCC needs fit-out finished and a valid Ejari before it approves the address change, JAFZA controls access through Tasreeh gate passes, and TECOM zones process the address change on axs. Start with fit-out and the licence, book the building access next, and schedule the movers last.
