Step 2: Fit-Out Approval Through DMCC and Concordia

If your new unit needs partitions, ceilings, flooring, electrical or HVAC changes, fit-out comes before the move, and DMCC requires it to be finished before you file the address change.

The fit-out route in JLT generally runs like this:

  1. Unit owner NOC from DMCC, applied through the DMCC Member Portal, confirming the proposed works are allowed.
  2. Drawing submission to Concordia for approval.
  3. HSE work permit before contractors start on site.
  4. Certificate of Conformity (COC) inspection by Concordia during construction, before ceilings are closed.
  5. Final inspection and completion, along with Dubai Civil Defence sign-off.

Concordia also restricts when works and deliveries can happen in JLT towers, with noisy work limited to weekday daytime hours. Your fit-out contractor should build the programme around those windows.

Some units also need an Annual Operational Fitness Certificate (AOFC) from Concordia. Where it applies, DMCC issues the updated licence only after the certificate is in place, so ask your fit-out contractor early whether your unit needs one.

Step 3: File the Change of Licence Address in the DMCC Member Portal

Once the Ejari is registered and fit-out is complete, file the address change:

  1. Log in to the DMCC Member Portal.
  2. Go to Company Services then to Licensing Services and then Amendments.
  3. Select Change Licence Address.
  4. Choose the amendment type and enter your Ejari details.
  5. Update the new address and upload the documents.
  6. Submit the request and approve the payment.

Documents DMCC asks for:

  • Valid Ejari contract or lease covering the licence period
  • Title deed or certificate of ownership for the unit
  • Operational fitness certificate, where required
  • Third-party NOCs from other authorities, if your activity needs them
  • A justification letter if your licence has expired

DMCC says it approves complete requests within 48 hours. If your unit needs an operational fitness certificate, you return to DMCC for licence issuance once that certificate is issued.

Two portal rules to remember: draft requests become void after 60 days of inactivity, and requests are nullified if no action is taken within 90 days. Don’t open the request months in advance and forget it.

Step 4: JLT Move Permits and Tower Access Rules

The licence covers the legal side. The physical move needs approval from both towers, and this is where JLT has the most variation. Some clusters share a management office, while others run their towers independently.

  • Service lift only. Passenger lifts and lobbies are usually off-limits for furniture.
  • Lift booking slots. Book the service lift at both towers for the same window.
  • Loading bay height. Many JLT towers use underground loading bays, and clearance can be as low as about 3.5 metres. Some large trucks don’t fit, so confirm truck height with the building before the move.
  • Parking and drop-off. Street-level stopping around JLT clusters is limited. Plan where the truck waits.
  • Protection and waste. Lift padding, floor protection and removal of all packing waste are standard requirements.

Deposit amounts are set by each tower, not by DMCC. Take photos of the lift and corridors before and after the move so the deposit comes back without argument.

Moving Between JLT and Uptown Dubai

Uptown Dubai is also a DMCC district, so moving between JLT and Uptown follows the same licence process in the DMCC Member Portal. The building side is different: Uptown Tower and the newer Uptown buildings have their own facilities teams, access systems and loading rules. Treat it as a new building, even though the licence authority is the same.

Leaving DMCC is not an address change. If you move to DIFC, a TECOM zone or the mainland, the company has to be licensed by the new authority, and staff visas usually need to be transferred or reissued. Plan this with both authorities before you sign a new lease.
